Proverbs 19:25 --- Strike a scoffer and the naive may become shrewd, but reprove one who has understanding and he will gain knowledge.

What does it say (in my own words)? Tough love works. The simple may see the rebuke and get their act together. A bit like disciplining your children. If one gets a whuppin, hopefully the other will learn quickly. There are far too many adults running around who have no discipline at all.
What does it mean? One who has discernment doesn't require a public rebuke to correct error. A few simple words are usually enough. The scoffer, however, is an obstinate, pigheaded, inflexible fool. See google for synonyms of obstinate.
